The Structure and Organisation of Government (SOG) is a research committee of the International Political Science Association. SOG was established as a study group with IPSA in 1988, later becoming Research Committee 27. The group's primary focus is the comparative study of executive branches and their changing roles in public policy making. At the centre of this focus are the dynamics of public bureaucracies and their relations with political executives and interests in civil societies, hence the title of its journal: Governance: An International Journal of Policy and Administration The SOG Conference is hosted by the Centre for Public Policy, The University of Melbourne (CPP). Established in 1995, the Centre is committed to supporting sustained improvement in public governance and management through research, teaching and knowledge exchange. It works directly with public and voluntary sector workers as well as those studying for a career in public service. The Centre contributes to coursework programs, offers PhD supervision and also hosts public forums. Carlton is a suburb which lies to the north of Melbourne's City Centre. It is a colourful and vibrant area because of it being the traditional home of Melbourne's Italians as well as the strong student population with the University of Melbourne and RMIT University nearby. The suburb's epicentre is the restaurant-lined Lygon Street. Besides numerous Italian restaurants and pizzeria to choose from, the street is also home to countless cafes, making the suburb somewhat of a pilgrimage destination for Melbourne’s coffee addicts.
